This ability of his would have the capacity to free people, but as you aptly pointed out, the affliction is a constant effect (until it's properly cleansed), so if he uses his ability, then it would be temporary at best. He's free to use his ability to temporarily alleviate those symptoms and you're free to determine what his quota is to be capable of that.
