Kotetsu was slightly late to the monster fight because he was helping out around town before the huge earthquake, and he came and helped look for survivors and bring them to medical attention and such afterward.

He's abstaining on voting on the monster since it's a bit outside his usual wheelhouse but he'd lean more toward saving it than killing it if people have a good plan for keeping people safe from it.
